Join our esteemed panel as they cover the following:

  • Edmundo Lijo will discuss Saint Paul's initiatives to benefit the city's immigrant residents, with special focus on the City Attorney's office, and will discuss the importance of prosecutors having an awareness of immigration issues.
  • Thomas Madison will discuss litigation taken up by the state of Minnesota Attorney General's office to challenge unlawful federal immigration policies, and state consumer protection programs to protect immigrant residents.
  • Veena Iyer will discuss proposed legislation being considered by the MN Legislature this session, including to benefit crime victims and proposed drivers licenses for undocumented.
  • Kim Hunter will discuss the impact of state criminal cases on immigration status, including the importance of access to post-conviction relief and considerations around ICE holds and release from state custody.
  • Phillip Fishman will discuss access to medical care in state facilities for immigration detainees and prisoners in state facilities.

Panelists:

Edmundo Lijo is an Assistant City Attorney with the City of Saint Paul.  Since June 2019, he has been responsible for developing the Welcoming Saint Paul Immigrant and Refugee program – an initiative to facilitate the successful integration of immigrants and refugees into Saint Paul’s civic, economic and cultural life.  Prior to joining the City Attorney’s Office, Edmundo spent over twenty years as a private immigration attorney in the Twin Cities.
Thomas Madison has been an Assistant Attorney General with the Minnesota Attorney General’s Office since 2014.  During this time, Tom has worked on affirmative litigation initiated by the Minnesota Attorney General’s Office to target harms experienced by the immigrant community in Minnesota.
Veena Iyer is the Executive Director of the Immigration Law Center.  She is a committed advocate for immigrants and refugees and for diversity in the legal profession, having served as the President of the Minnesota Asian Pacific American Bar Association and a board member of Minnesota Women Lawyers.
Kim Hunter founded her immigration law practice in 2001.  The firm specializes in deportation defense, family-based immigration, and asylum cases.
Phillip Fishman is a licensed MN attorney who has practiced law since 1964. His special area of interest is immigration law and civil rights litigation in both the state and U.S. District Court.
Graham Ojala-Barbour (moderator) is an immigration attorney in private practice in Saint Paul and was the chair of the local chapter of the American Immigration Lawyers Association from 2020 - 2021.
