ENRE Clerkship Program
The Environment, Natural Resources, and Energy Law section of the Minnesota State Bar Association provides a grant each year to support a law student summer clerkship in the fields of environmental or energy law with a governmental entity, non-profit organization, or law firm.
Congratulations to the ENRE 2021 Summer Clerkship Recipients!
Kayla Billett
Kayla Billett is a third-year student at Mitchell Hamline School of Law and one of the two recipients of a 2021 ENRE Summer Internship Grant. At the Minnesota Pollution Control Agency, she worked on a variety of environmental and governmental matters, including air permitting, administrative penalty orders, and rulemaking. Kayla's positive summer experience led her to seek a fall clerkship at the Office of the Minnesota Attorney General to learn more about how the Office represents state agencies. Kayla received her B.S. and M.S. in Environmental Science and Policy from the University of Wisconsin, Green Bay. She completed her thesis in 2018, titled "Nonprofit Litigation Success in Clean Water Act Cases at the United States Court of Appeals: Ability to Achieve Social Change in Environmental Policy." Currently, Kayla is the Production Editor of the Mitchell Hamline Law Journal of Public Policy and Practice and President of the Mitchell Hamline Environmental Law Society.
Sean Downey
Sean Downey is a second-year law student at the University of Minnesota and a recipient of the 2021 ENRE Summer Internship Grant. While at the Hennepin County Attorney's Office, he has worked on a wide range of issues, including litigation, solar panel financing, toxic substances regulation, construction waste management, waste reporting, extended producer responsibility, patents, eminent domain and more. Sean is a staff member for the Minnesota Law Review. He is also an event strategist for the University of Minnesota’s Environmental and Energy Law Society. Sean received a B.S. in Environmental Science from Creighton University. While at Creighton, Sean led a research project about public opinion on wind energy, the results of which will be published in the fall of 2021.
