The Public Utilities Section
will briefly host its annual meeting and elections at the beginning of the
program. The proposed Slate of Candidates for the 2021-2022 Section
Council to be voted on is available here.
Commissioner John Tuma will speak about his tenure on the
Minnesota Public Utilities Commission and provide insights into his duties and
responsibilities as a Commissioner. Commissioner Tuma will also share a
bit of PUC history as the PUC celebrates 150 years in 2021. We encourage
you to read
the narrative written by Commissioner Tuma on the origins of the PUC and its
predecessor agencies in preparation for this presentation.

John Tuma was appointed to the Public Utilities
Commission by Governor Mark Dayton, effective February 2, 2015 and reappointed
by Governor Tim Walz, effective March 30, 2021. Prior to his appointment
Commissioner Tuma had decades of experience working on energy and conservation
policy issues for a variety of nongovernmental organizations. Just prior to his
appointment he served as a Government Relations Associate with Conservation Minnesota
leading efforts to pass key energy legislation, including Minnesota’s Renewable Energy
Standard – which garnered broad, bipartisan support. Commissioner Tuma served in
the Minnesota House of Representatives from 1995 to 2002, representing
parts of Rice, LeSueur, Scott, and Dakota counties. During
his time in the House, he served as Chair of
the Crime Prevention Committee. Commissioner Tuma earned his B.A., Summa Cum Laude, from
Mankato State University, and his J.D. from the University of Minnesota Law
School. He has practiced law in Northfield
Minnesota where he presently resides with his wife Wendy. They
have two adult children Cal and
Molly.
